Ancient cities could develop only when there was an increase in agricultural produce and there was a substantial surplus. This agricultural surplus could sustain the section of society which involved in non-agriculture related activities like manufacturing of textile, artisans, craftsmen, traders and army. The development of arts and crafts along with the surplus food would fuel trade not only within the kingdom but also promote foreign trade. This would help in increasing the wealth and prosperity of ancient cities. This foreign trade increases the number of domestic and foreign merchants in the cities there by adding colour and wealth to ancient cities.

The surplus food grains would help in maintaining a large standing army which is very important for the protection of the ancient cities against foreign attack and plunder.

Thus, ancient cities could indeed develop only when an increase in food supplies made it possible to support a wide range of non food producers.
