This is a tricky question. 
let me explain. Blue has a very small wavelength and that's why it is scattered the most in the sky. This is the reason why the sky appears bluish in colour. But, technically speaking, VIOLET has the shortest wavelength in the visible spectrum.
So,
A is true, but R is false.
Option (b) is correct.
But, Blue can sometimes be confused with violet and so Option (a) can also be true if that is the assumption.
