Banks may not be willing to lend to those borrowers who are poor and working in the unorganised sector as there is no guarantee that they will be able to pay back the loan. To solve this issue, the rural poor can be organised into SHGs, alternatively cooperatives can be set up in villages which do not require any collateral unlike banks. There is also a need for government schemes to be put into place regarding repayment schedule of loans by the poor, lowering of interest rate based on economic status, etc. Also, more banks need to be established in rural areas.
If the government begins projects such as construction of dams, rural roads, small-scale industries, etc in rural areas, this could generate employment which may increase the income of borrowers and allow them to then apply to a loan from a bank.
