Breathing rate in humans is controlled by the concentration of  oxygen gas dissolved in blood.
Increase in concentration of oxygen in blood is detected by receptors and brain and this causes decrease in breathing rate and heart rate in order to optimise the concentration of oxygen in blood.
While decrease in concentration of oxygen in blood causes increase in breathing rate and heart rate in order to optimise the concentration of oxygen in blood.
