Can a food chain end at harvivorous.if yes give example

No, Food chain can not end at herbivore level.

Food chain in itself is defined as a linear sequence of organisms in which each organism is eaten by the next member in the sequence. This interaction among organisms involves the transfer of energy from one organism to another. 

Therefore, herbivores are eaten by other organisms called as carnivores and top carnivores. Thus, it a chain system in which every one is being eaten by other higher level organism. Furthermore, if it ends at herbivore level, then the number of herbivores would have increased which will create imbalance in the ecosystem. Therefore, it is not possible.
