Can innate immunity be a congenital type of defense mechanism

Congenital refers to something that is present since birth, and innate immunity is present since birth. Hence, it can be referred to as congenital type defence mechanism.
Innate immunity is a non-specific type of immunity that acts as a protective barrier and which is not been induced by an vaccination or pathogen. 
For example:
1)Skin acts as the barrier for a large number of foreign particles and organisms.

2)Saliva from salivary glands kills a large number of germs present in food.

3)Tears from eyes act as a cleaning agent by flushing out a large amount of waste material or dust from it.
