Yes, in case an element / compound exists simultaneously in two states, there is a possibility that it can be a pure substance and a mixture at the same time. For instance, pure water along with pure crushed ice is a pure substance, but also a mixture of the two states the pure substances the pure substances were in. Now as a mixture, ice may be separated from water by physical means ie by scooping out ice fragments.
