Can u answer the HOTS question

Dear student

An alternative to partition that could have kept India united was:

1. India could have been a loose confederation of provinces.
2. The central government would have very little power except in areas like currency and defence.
3. Most power would have been with provincial governments.
4. The Muslim majority provinces could then have been governed by Muslim league governments.
5. This would have assuaged the fear of many Muslims that would be oppressed in a Hindu majority India.
