can violence ever promote peace?

Though violence can never bring peace but sometimes when oppressors oppress people for their vested interests,kill and torture them then use of force against force becomes a necessity.The World Health Organisation (WHO) defines violence as "intentional use of physical force or power, threatened or actual, against oneself, another person, or against a group or community, that either results in or has a high likelihood of resulting in injury, death, psychological harm, maldevelopment or deprivation .The nonviolent movements are often stronger than the movements based on force and extremism.But the world is witnessing the evil forces like ISIS against whom only force can be a solution.
