It is not possible for a state to have no job opportunities. There has to be some job opportunities for the people to survive. But we can imagine a state which earlier had no jobs in a particular sector, but was later able to create many jobs in that sector.
For example, before the 1990s, Karnataka had no or few jobs in the IT (Information Technology) sector. But since the 1990s, the IT sector has developed a lot in Karnataka. This was due to government policies of creating physical and human capital conducive for the development of IT. Hence, Karnataka has been able to generate many jobs in IT.
