1. A post office is usually a place that is uninteresting as it is full of counters and nothing interesting goes on there. The employees too are very quiet and do their work quietly. 
2.The peons are called smart because they wear uniforms that are properly ironed, washed and look nice.
3. A pitiable figure means a person for whom we feel pity and sympathy. A century behind his time means an old fashioned person.
4. By this line it means that he had done some thing wrong in the past and killed some one for which he was paying back now.
