Change voices from active to passive
1) Who stole your bike
(I am having a confusion with Your bike was stolen by whom or By whom was your bike stolen )

Dear Student,
The grammatically apt answer would be
By whom was your bike stolen?
Although both are used colloquially, the answer given above is more suitable and correct.
