Chapter the voice of the rain. Eternal I rise impalpable out of the land and the bottomless sea, Upward to heaven, whence, vaguely form'd, altogether changed, and yet the same (a) Explain : Eternal I rise'. (b) What figure of speech has the poet used in ttomless se ?

Dear Student, 

(a) The rain becomes eternal because of the water cycle. The vapours that rise out of the ocean, as well as the land, are the reason behind the eternal existence of rain. These water vapours cannot be seen or touched by anyone but their importance cannot be underestimated as they give life to the rain. 

(b) The poet has used Metaphor to give emphasis to the depth of the sea.
