Charter Act of 1813 granted a sum of rupees one lakh to be spent annually on spreading education,but this was not for the whole education of India. The main purpose of this education budget was to spread Christianity so that they could convert Indians into Christian.Hence we can say it was the hidden conspiracy to educate only those Indians who were the Yes Men of them.So we can say mass education was neglected.
