Since enantiomers have inverse configuration they rotate the plane of polarized light in oposite direction . Polarization occurs as follows:

Thus one enantiomer rotates the plane in clockwise direction and other in anticlockwise direction.

2)Rcaemic mixture contains and equal amount of two enantiomers thus the net result is it becomes optically inactive and thus rotation of polarized light occurs equally in opposite direction. This makes Racemic mixture optically inactive.
whereas in case of meso form there is a plane of symmetry and thus the molecule overall does not show optical activity and becomes inactive due to internal compensation.This line of symmetry is actually internal mirror plane.
