the given set of linear equations are:

$3 x + 6 = 10 y \Rightarrow 3 x - 10 y + 6 = 0.............. (1)$

$12 x - 15 y + 3 = 0.............. (2)$

$\frac{a_{1}}{a_{2}} = \frac{3}{12} = \frac{1}{4} \frac{b_{1}}{b_{2}} = \frac{- 10}{- 15} = \frac{2}{3} ∵ \frac{a_{1}}{a_{2}} \neq \frac{b_{1}}{b_{2}}$

thus the system is consistent.
