CO is neutral while CO2 is acidic why?

CO2 in an aqueous media can produce carbonic acid (which is an acid) and therefore it is an acidic oxide, while on the other CO does not form carbonic acid and is therefore a neutral oxide.

my teacher says that it is not like this.. the nature of CO or CO2 depends upon certain conditions...................
