A complex compound consist of 2 valencies i.e. primary valency and secondary valency. Out of which primary valency which is satisfied by a species present outside the coordination sphere is ionisable and the secondary valency satisfied by ligands are unionisable. 
The structure of CoCl3.4NH3 is [Co(NH3)4Cl2]Cl, which on dissociation produces 1 chloride ions
[Co(NH3)4Cl2]Cl ------> ​[Co(NH3)4Cl2]+ + Cl 
Hence its secondary valency is 6.
