The ending conveys that between crime and punishment, it is mainly a battle of wits. Courts can become battlegrounds of sophistry, hyperbole, and obfuscation. Seasoned criminals, take advantage of situation or law and go unpunished. There is a relationship between intelligence and crime. Evans, a kleptomaniac, manages to outsmart the entire team of police officers. Evans was escorted out by the men in uniform; he was arrested and yet minutes later he escaped again.

The ending conveys that in a battle of wits between the governer and the prisoner..the prisoner wins because he had many connection and friends who had hauled him out of jail. it signifies that the governer was gullible and good for just a giggle.
