We feel comfortable under fan during summers because the perspiration or sweating occurs as our body tries to cool ourselves by releasing water in the form of sweat through pores of our skin, so the air directed on us by fan evaporates the sweat on our body making our body cool. Cooling occurs in all types of climate but the evaporation process works best in low humidity area or environment because it exchanges more rapidly. Hence in rainy season because of high humidity evaporation is slower than summers that's why feel comfortable under fan when we are perspiring during summers but not during rainy season.
