critically appreciate the steps taken by govt. to alleviate poverty ???

The government followed a three dimensional approach for the poverty alleviation in India. The following are the three aspects of the approach. 

I. Trickle-down Approach- This approach is based on the expectation that the positive effects of economic growth will be trickled down or benefit all sections of the society and also the poor people.

II. Poverty Alleviation Approach- This approach aimed at the creation of income-earning assets and employment generation opportunities.

III. Providing Basic Amenities- This approach aimed at providing the basic amenities like proper medical and health care facilities, better education, proper sanitation etc. to the poor people. These basic amenities positively affect health, productivity, income-earning opportunities and, thereby, alleviate poverty.

A thorough analysis of the three dimensional approach to alleviate poverty yield the following conclusions:

1.Lack of basic Amenities: Although there has been a reduction in the percentage of absolute poor in some of the states but still the poor people lack basic amenities, literacy, and nourishment. 

2. Insignificant Change in the Ownership of Resources: There has not been significant change in the ownership of income-earning assets and productive resources. 

3. Failiure of Land Reforms: The land reforms initiated by the Government does not have successful records (except West Bengal and Kerala) that further added to the inequality of income arising from land. 

4. Lack of Capital and Technology: Lack of capital and availability of easy credit, lack of modern technology and poor access to information and marketing became the major bottlenecks for the small productive houses like cottage industries and other small scale industries. 

5. Improper Implementation of Programmes: Improper implementation of poverty alleviation programmes by ill-motivated and inadequately trained bureaucrats further worsened the situation. 

6. Corruption: Corruption along with the inclination towards interest of elite's led to an inefficient and misallocation of scarce resources.

The government has taken various steps to alleviate poverty. Some of them are as follows:

MAHATMA GANDHI NATIONAL RURAL EMPLOYMENT GUARANTEE SCHEME: The objective of this scheme is to provide 100 days of guaranteed employment every year to individual of any rural household who is willing to do public related unskilled manual work with a minimum payment of Rs  100 per day.

INDIRA AWAS YOJANA: The Indira Awas Scheme was launched in 1996. This scheme aims at providing houses  free of cost to the members of Scheduled Caste, Scheduled Tribes and free bonded labour who live below the poverty line.

PRADHAN MANTRI GRAM SADAK YOJANA: The Pradhan Mantri Gram Sadak Yojana was launched in 25th December, 2000. The main aim is to build roads to connect the rural areas with the main roads.

ANNAPURNA: Annapurna Scheme came into effect from 1st April,2000. This scheme aims at providing food security to the senior citizen who is not in the position to take care of themselves. Under this scheme, 10Kg food grain is provided to the beneficiary every month free of cost.

SWARNA JAYANTI GRAM SWAROZGAR YOJANA: The Swarna Jayanti Gram Swarozgar Yojana was launched as an integrated programme for self-employment of the rural poor with effect from 1 April 1999. The objective is to bring the assisted self-employed above the poverty line by organising them into self-help groups through bank credit and government subsidy.

VALMIKI AMBEDKAR AWAS YOJANA: This scheme came into effect from 15th August,2001. The objective is to construct and upgrade the dwelling units for the people living in the slum. This scheme also aims  at maintaining an healthy urban environment through community toilets.

NATIONAL MATERNITY BENEFIT SCHEME: National Maternity Benefit scheme aims at providing financial assistance to pregnant women of Below Poverty Line family. This scheme provides a sum of 500 Rs to a pregnant mother for the first two live births. A woman can avail it 12-8 months before the birth of the child.
