define community government

community government is same as coalation government In an election results when a party with majority of votes ( "majority" , but not enough to make government ) ,

ask another party to coaliate with them and that group of party makes a commuity to form government . This type of government formed by coaliation of two or more then two parties is called coalation governement or community government.
