This statement implies the following:
Democracy today has emerged as the most popular form of governemnt.There may be flaws in the actual practice of democracy.Democratic form of government has been questioned on various fronts that it leads to instability, it is about competition and power, gives importance to numbers, leads to delays in decision making process, even democracies track record with that of economic development has been questioned, but nevertheless democracy is the most preferred and better form of government than any any other forms for the very reason that it ensures people's participation guranteeing them basic rights that enhances their dignity. One can give example of the sudden expansion of democratic regimes in the 21st century, Arab spring etc.
Democrcracy has the ability to generate its own support beacuse of the follwoing reasons:
a. Democratic form of Government is a legitimate government as it is based on people's consent.It allows for participation of the people in the political process, it is people's own government thus it is legitimate.
b. It allows for peaceful change in the society, by means of elections.
c. It is an accountable government which allows for proper deliberation in the decision making process and compels political leadership to be responsive to the needs of the people
d. Democratic form of governments are based on rule of law, it has proper set procedures. Government functions on the basis of rule of law and not as per whims and fancies of a ruler.
e. Democracies have ensured adequate representation to minorities and has brought about power sharing.
