An electrical discharge can be through releasing of excessive electrical energy from a source into its surrounding via a proper medium. For example - Lightning.

During a thunderstorm, processes such as vertical winds occur. This process along with the differently-sized water droplets cause electrical charges to build up in various parts of the cloud. When these charges are sufficient, they discharge, causing a stroke of lightning.

Hence, an electrical discharge occurs within the clouds or between the clouds and the ground when sufficient negative and positive charge gathers inside the cloud and when the electric field becomes sufficiently strong. This produces bolt.
