Transistor as a switch:

When there is no input in the base, the transistor is in the cut off condition with no collector current (OFF STATE). When there is a small input current in the base, there is a high voltage drop is across the load resistance and we have a current in the output circuit (ON STATE). In the ON STATE the collector current is the maximum.
