Difference between block level and district level..
A block is a part of a district. A block includes a town as an administrative centre along with some surrounding villages. It is the second tier of the panchayati raj system. The village panchayats of a block together form the block level panchayat called a panchayat samiti.
A district includes several blocks. In forms the third and highest tier of panchayati raj system. District level panchayat is called zila parishad.
