Difference between horizontal and vertical sharing.

Power sharing is an important part of Constitution. Every region has some sort of power sharing. It is divided into 2 parts :- horizontal and vertical power sharing. Both of them are different from each other in following ways :- 
  1. In Horizontal Division of powers, the power is shared among different organs of government such as, legislature, executive and judiciary. Whereas in Vertical Division of Power, power is shared at different levels, like, union, state & local levels.
  2. In horizontal division of powers, different organs of government have different powers. So, there is a concept of separation of powers. In Vertical Distribution of Power, the higher and lower level of Government are involved and their powers are clearly explained in the Constitution. 
  3. The concepts of checks and balances are shown in the Horizontal Division Of Power. The Depth of Democracy empowers the Vertical Division of Power as all powers are given by the Constitution. So, in the Vertical Distribution of Power, there is no checks and balance concept. 
  4. Horizontal distribution of power ensures that there is existance of the.concept of the expansion of democracy. The Vertical Distribution of Power ensures the deepening of the Democratic system. 
  5. India has Horizontal &Vertical Distribution of Power. Belgium ,Italy ,Iran are examples of Horizontal Distribution of Power & Pakistan, Bangladesh are examples of Vertical Distribution of Power.

Horizontal power-sharing Vertical power-sharing
Power is shared among different organs of government, such as the legislature, executive and judiciary. Power can be shared among governments at different levels.
Constitution has granted the power to each level has its power of partition. From a more substantial level, control is experienced in order to reduce the level of administration.
The concepts of checks and balances are indicated in the Horizontal Division Of Power. The Depth of Democracy empowers the Vertical Division of Power.

HORIZONTAL DIVISION OF POWER

(i) Horizontal Division of powers is such a power sharing arrangement in which power is shared , among different organs of government as, legislature, executive and judiciary.

(ii) In horizontal division of powers, different organs of government exercise different powers, i.e., there is a concept of separation of powers.

(iii) Horizontal distribution specifies the concept of checks and balances in order to check the exercises of unlimited powers of the organs.

(iv) Horizontal distribution of power ensures the concept of the expansion of democracy.

VERTACAL DIVISION OF POWER

(i) In Vertical Division of powers, power can be shared among governments at different levels like union, state and local levels of such government, i.e., it involves higher and lower levels of government.

(ii) Whereas, in vertical division of powers, constitution clearly lays down the powers of different levels of government.

(iii) But, there is no such concept of checks and balances in the vertical Division because powers are clearly given by the constitution from the higher level to the lower level.

(iv) Vertical division of powers promotes the concept of deepening of democracy.
