Electricity does not flow from this circuit Electricity flow from the circuit
The key or switch is OFF The key or switch is ON
Electrons does not flow through the circuit. Electrons flows through the circuit.

An open circuit doesn't allows electricity to pass through it because it doesn't give closed path for the electricity travel.
A closed circuit allows electricity to pass through it because it gives a closed path for electricity to travel.

Open circuit means the wires are cut off so there will be no current flow, but there is voltage. 
Closed circuit means the wires are connected so there will be flow of current, but there is no voltage.
