There are many similarities between colonial management of the forests in Bastar and in Java. Only difference being that in case of India, it were the British and in case of  Java , it were the Dutch.

The similarities are :

  • Use of scientific forestry
  • exploitation of the forest for commercial purposes
  • The communities in both the cases : Kalangs in Java and Gonds and Dhurvas in Bastar ,were shifting cultivators.
  • Forest laws weaned the forests communities from the forests and forbidden from its use.
  • Rents were imposed on the people for grazing their animals
  • In both the cases, conflicts broke out.

The similarities between colonial management of the forests in Bastar and in Java are many. The Dutch started colonial forest management in Java just as the British had done in India, for timber. The villagers in Bastar were allowed to stay on in reserved forests if they provided free labour for timber firms; likewise, the blandongdiensten system in Java demanded free labour from forest villagers for cutting and transporting wood. Just as the Kalangs uprising in Java was quelled in 1770, the Bastar residents revolt was also suppressed by the British, in 1910.

The colonial managers of Bastar were the British, while those of Java were the Dutch.

There were however many similarities between both the colonial powers in forest management of the respective areas. In both cases forests came to be owned by the state.

They restricted villagers from practising shifting cultivation and their access to forests. They enacted laws to allow themselves to exploit forest trees for timber, to build ships and railways to protect and further their imperial interests.

Both were exploitative by nature, they displaced the local communities from their traditional means of livelihood, and exploited them to further their interests. Defaulters of forest laws were harassed, punished and fined.

Policies of management in both cases resulted in enforcement of alien concepts of private property, taxes and penetration of forest societies by outsiders. The atrocities of the managers led to increasing frustration among the forest communities, which found an outlet in rebellions. These rebellions though crushed with a heavy hand were not without results.
