Though maintaining a 2% employment growth is not an easy task but is achievable if India considers the following measures. 

1.Control over Population: Population explosion is one of the important concerns for India. It hinders economic growth prospects. The rising population leads to the rise in unemployment and, therefore, poverty. Thus, people should be made aware of various birth control measures and also the benefits associated with family planning and nuclear-family.

2. Creating Non-agricultural Employment Opportunities: India being an agrarian economy employs a major proportion of workforce in the agricultural sector. This sector suffers from disguised unemployment and still uses traditional techniques. Moreover, as agriculture sector being left at the vagaries of the monsoon becomes a seasonal occupation. Consequently, many farmers remain unemployed for almost six months in a year. Thus, it is necessary to engage these people in non-agricultural sectors for the phase they are off from cultivation. Creation of non-agricultural job like pottery, handicrafts, not only reduces disguised unemployment but also contributes to enhanced income to the farmers in the off-season, which could be invested in the farm to improve farm productivity and farm products.

3. Educational Reforms: One of the important reasons for the rise of unemployment is that the education system in India is not job-oriented. It fails to provide the right kind of practical knowledge and skills that are actually required in the practical jobs. Thus, the need arises to promote vocational training. 

4. Adoption of Labour Intensive techniques: India being a labour abundant country, must emphasise on the adoption of labour intensive techniques of production to employ more of its labour resources. This will help the country to reduce unemployment and poverty.

5. Encouragement to Self-Help Groups: In India, more than 60 percent of the people are self-employed. In order to generate substantial employment opportunities, there should be encouragement to self-help groups, which are engaged in different occupations such as trade, industries, etc. Encouragement in form of cheap availability of credit, marketing, transportation, technical training, etc. should be provided.

6. Employment Generation Programs: Though the Government of India has launched many employment generation programs such as MGNREGA, Swaran Jayanti Shahri Rozgar Yojana (SJSRY) and many more, yet it need to ensure the execution and implementation of these programs. This becomes very important so as to ensure that the benefits from these programs must be accured to the needy ones. Besides this, it is equally important to draft new policies and revised the old policies if needed.
