I think that the peddler is a victim of circumstances because he is
a poor man who has no money and has to survive somehow His survival
comes by selling the little shabby rattraps The material for the
rattraps is procured either through stealing or by begging His
poverty compels and tempts him to steal and hence he becomes a
criminal or simply a thief
