In my opinion, the speaker is serious about wanting to go to Innisfree as the poem expresses this as a strong desire: '
'I will arise and go now, and go to Innisfree,
And a small cabin build there,'
The desire is definitely sincere, but I am not sure if he would ever be able to go back to the island of which he has such beautiful memories! It is certainly not practical to suddenly pack one's bags and move from an urban setting to live in a small cabin. But, the poet could visit the peaceful island through the serene memories of that place he carries in his heart's core.
