1. draw a line segment of 10.4 cm AB. 
2. take a compass and make a perpendicular bisector of AB. you will get point O. AO = BO = 5.2 cm.
3. take BO and make a perpendicular bisector . you will get point X . XO = XB = 2.7 cm
4. distance AX = AO+OX = 5.2 + 2.7 = 7.9 cm
5. 7.9cm is 3/4 AB
