Energy spent in the formation of oil droplets can also be termed as Surface energy. So here we have to calculate surface energy for the formation of  2.4 x 1018 droplets.
Relation between surface tension and surface energy is -
E = T . S , where, E = surface energy, T = surface tension and S = total surface area.
E = 0.03 Jm​-2 X (2.4 x 1018 x 12.5 x 10-16)m2
E = 90 J
