endosperm development precedes embryo development. why?

Endosperm is formed during the double fertilization when one of the two sperm enters inside the embryo sac & fuses with two polar nuclei. Endosperm develops before the embryo because  the cells of the endosperm provide nutrition to the developing embryo.
