1) In place of who, whom should be used bcz of two different subjects (boy and I) are used.
2) Is think correct here or thought should be used bcz of had won?
Please suggest with reasons.

pls suggest with reasons.

The correct sentence would be:

This is the boy who, I think, had won the gold medal in the dance competition.('Who' refers to the subject of the sentence.)
