Please elaborate the last step of constructing parallel line to PQ at R as practically it is found not parallel. 

The last step of the solution of the said question is elaborated as follows:

According to the construction done, PQ || RS and PR || QS

Now, in quadrilateral PQSR PQ || RS and PR || QS i.e. the opposite sides are parallel.

Thus, the quadrilateral PQRS is a parallelogram.
