Experts, can we say that Past perfect tense is used when we have two (past) verbs in a sentence?

Dear student,

We use past perfect to talk about something that happened before another action in the past, which is usually expressed by the past simple.
For example: I had eaten my dinner when he came.

                   The students had completed their work before the teacher came.
The verbs in past simple tense are underlined. The verbs in past perfect tense are in bold.
