(a.) False, time factor must be taken into consideration while planning because time is a limited resource and plans must be implemented timely in order for them to work effectively, or else, the whole business plans may go waste.

(b.) False, planning is required at all levels of management as well as in all departments of the organization. For example, top level management plans for the organization as a whole. Middle level management prepares departmental plans, and lower level management makes day-to-day operational plans.

(c.) True, planning is a primary function and does provide a basis of all other function because nothing can be implemented if it is not planned.

(d.) True, planning is a forward-looking function, but it also a backward-looking function. This is because new plans are prepared for the future, but they are guided by the experiences from the past.
