p + q = 1 , where

p + 0.4 = 1

So, the frequency of a dominant allele is 0.6.
According to Hardy Weinberg Equilibrium,
p2+ q2 + 2pq = 1
where, p2 = frequency of dominant genotype = 0.6 x 0.6 = 0.36,
q2 = frequency of recessive genotype = 0.4 x 0.4 = 0.16
Dominant individual = 0.36 x 400 = 144
Recessive individual = 0.16 x 400 = 64
