Frequency of recessive allele in the population is 40% means 0.4.
According to Hardy Weinberg Equilibrium,
p + q = 1 , where
p = frequency of dominant allele,
q = frequency of recessive allele
p + 0.4 = 1
p = 0.6

So, the frequency of a dominant allele is 0.6.
According to Hardy Weinberg Equilibrium,
p²+ q² + 2pq = 1

where, p² =  frequency of dominant genotype = 0.6 x 0.6 = 0.36,
q² = frequency of recessive genotype = 0.4 x 0.4 = 0.16
Dominant individual = 0.36 x 400 = 144
Recessive individual = 0.16 x 400 = 64
