 Draw a line segment OE = 3 cm

 With O as centre and radius 6 cm,  draw an arc above OE

 With E as centre and radius 4 cm, draw an arc above OE that cut the previous arc at H
4  Join HO and HE 5
 With O as centre and radius 4 cm,  draw an arc below OE

 With E as centre and radius 6 cm, draw an arc below  OE that cut the previous arc at P
7  Join OP and EP
So, HOPE is the required parallelogram
