Experts Spirullina and Chlorella come under which class of algae? Are they algae or cyano bacteria? If they are cyanobacteria, why they are placed under algae?

They are types of blue green algae. Thus belong to Cyanophyceae (according to older classification). They are primitive or vey simple algae , thus sometimes considered bacteria due to their prokaryotic nature.
In modern nomenclature, scientists consider only eukaryotes under algae, thus they are placed under Cyanobacteria phylum of Gram negative bacteria.
