1. The colonial government had stopped the access of the tribals to forest areas in the hills. As a result, the tribals couldn't use those forests to graze their cattle. They felt their traditional rights over those forests had been taken away.

2. The tribals also couldn't use the forests any longer to collect food, fruits and firewood. They had depended upon the forests for such necessities but were now deprived of them.

3. The government was also forcing the tribals to carry out begar (unpaid labour) in government projects like construction of roads.
