explain role of the government in controlling pollution

The Government plays two major roles in controlling pollution.

1. It sets up standards for pollution creation. It imposes penlites if the level of pollution generated exceeds the given permissible limit. 

2. It also undertakes huge expenses to reduce the amount of pollution thus created. For instance, the government spends a huge amount on the cleaning of the rivers.
