An image retains for 1/16th of a second on the retina if the images in our eyes are flashed faster than that then the pictures appear us to be moving.

Persistence of vision is the process wjich enables us to percieve motion in a cartoon film.

Persistence of vision is the phenomenon in which the image of the object is retained on the retina for a very short period of time i.e. i/16th of a second even after the object is removed.
