Explain this given problem :

Dear student 
As per question , the body is constantly rotating ,
S, the particle of body which is not present on axis will be in uniform circular motion. 
All these particles form a circle which is horizontal and having intersecting point with the axis.
So, it will be having a radial acceleration and radial resultant  force.  
Thus it will be having a horizontal force which will intersect the axis.
So, Option (c) Horizontal and intersecting the axis is correct
