Explain why the bulb will not glow in the arrangement shown below?

the bulb will not glow in the following condition because
electricity flows through a conductor only insulators do not allow
electricity to pass through them even though the screw driver is of
metal[conductor] the handle is of wood [insulator] hence current
will not flow and bulb will not glow
