Factory owner relied on personal judgements in attending to problems they confronted in course of managing their work. Which principle of taylor is it referring to and why?

Here, the Principle by Taylor i.e. Rule of Thumb has been violated because owner is not giving the chance to its workers to think and find the solution instead he is handling all the problems on its on and giving final decision based on his personal judgement.
