Since the upper limit is 100, so we don't have to worry about three digit numbers.
We have to only think about 2 digit numbers.
Since the digits are 4, 6 and 8.
For the two digit numbers:
The 1st digit could be chosen in 3 ways.
And the 2nd digit could also be chosen in 3 ways.
Thus we have 3*3 = 9 ways.
