Let the ratio be k:1

So,
[(k x 3 + 1 x 3)/(k + 1) , (k x 7 + 1 x 9)/ (k + 1)] = (3,8)
[(3k+3)/(k+1) , (7k + 9)/(k+1)] = (3.8)
 
We know,
(7k + 9)/ (k+1) = 8                  
7k+9 = 8k + 8
7k - 8k = 8 - 9
-k = -1
k = 1

Therefore, the ratio is 1:1
